LA County defines a special inspector as a qualified person approved by the Building Official to inspect a particular type of construction requiring special inspection. The County requires current ICC certification and an LA County Special Inspector card in the inspection category being reported. ASI’s principal special inspector is listed on the County roster for reinforced concrete, structural masonry, and welding and high-strength bolting. ASI assigns appropriately qualified and registered special inspectors for every required inspection type.

Is a special inspector the same as the LA County building inspector?
No. The LA County building inspector performs the County’s required inspections. A County-registered special inspector performs the additional continuous or periodic inspections identified by the approved plans, Statement of Special Inspections, permit conditions and applicable code. A project may require both.

Which special-inspector registrations does LA County issue?
LA County identifies four registration categories: structural concrete, structural masonry, prestressed or post-tensioned concrete, and structural welding. The inspector assigned by ASI must hold the qualifications and County registration required for the work being reported.
Can ASI inspect epoxy dowels and post-installed anchors in LA County?
Yes. ASI provides special inspection for adhesive anchors, epoxy-set reinforcing dowels and mechanical anchors when required by the approved plans, Statement of Special Inspections, permit conditions or product evaluation report. The assigned inspector must have the qualifications and County approval applicable to the project and scope.
Does ASI request the LA County building inspection?
No. For projects in unincorporated County areas, the permit holder requests the County inspection through EPIC-LA. Contract-city procedures may differ. ASI separately schedules the qualified special inspector for the required special-inspection scope.

Send the project address, permit number, approved plans, requested inspection type, date and start time, and the field contact’s name and mobile number. For concrete, include the cubic yardage and type of pour.
How do I know whether LA County handles my permit?
Use the LA County Service Locator or check the agency shown on the permit. LA County Public Works serves unincorporated communities and certain contract cities, while many incorporated cities operate their own building departments. Confirming the jurisdiction helps ASI assign an appropriately registered special inspector.
