What the special inspector may verify
- Reinforcing-bar size, grade, spacing, location, laps, supports and clear cover
- Reinforcement condition and freedom from materials that may reduce bond
- Forms, construction joints, embedded items and anchors when included in the scope
- Approved concrete mix identification and delivery tickets
- Concrete placement, consolidation and protection of reinforcement
- Slump and temperature testing and strength specimens when required
Reinforcement inspection usually happens before pour day
Complex reinforcement should be inspected early enough to allow corrections before concrete arrives. Tilt-up panels, seismic brace footings and congested foundations often need dedicated inspection time. A small pour may combine reinforcement and placement coverage when the schedule leaves enough time for inspection and corrections before delivery.
Pour-day conditions can change quickly
Rain, heat, cold, standing water, softened soil, delayed trucks and equipment or batch-plant problems can affect placement. Reinforcement still needs the required support and clear cover, and contaminated steel or disturbed footing conditions must be addressed before concrete placement.
Fresh-concrete testing and placement observation
When required, the special inspector identifies the approved mix, reviews delivery tickets, observes placement and consolidation, performs slump and temperature testing, and prepares strength specimens. If a test result is outside the project requirements, the special inspector documents it and promptly notifies the responsible field representative.
Reinforced concrete special inspection questions
Should reinforcement inspection and concrete placement be scheduled together?
Usually not for complex reinforcement. Tilt-up panels, seismic brace footings and congested foundations often need a dedicated reinforcement inspection before pour day so corrections can be completed without concrete waiting. Combined coverage may work for a small pour when the schedule allows enough time for inspection and corrections before the concrete arrives.
Does concrete over 2,500 psi require special inspection?
Yes, generally. Concrete with a specified compressive strength greater than 2,500 psi normally requires special inspection. However, the CBC provides limited exceptions, including certain foundations supporting light-frame construction and certain nonstructural slabs-on-ground. For example, a conventional one-story wood-framed residential foundation may qualify for an exception even when 3,000-psi concrete is used. The approved plans, Statement of Special Inspections, structural design and local building department requirements determine whether an exception applies.
Does ordinary concrete flatwork require special inspection?
Nonstructural concrete slabs supported directly on the ground may fall within a California Building Code exception. Do not assume every slab or piece of flatwork is exempt: structural slabs, foundations, reinforced site work and concrete identified in the approved project documents may still require special inspection or testing.
Is rust or form oil allowed on reinforcing steel?
Reinforcement must be free of mud, oil and other coatings that may reduce bond with concrete. Rust or mill scale is not automatically a rejection when the reinforcement continues to satisfy the applicable dimensional and material requirements. Heavy loose scale, mud or oil contamination should be corrected before placement.
What happens when the slump is outside the project specification?
The special inspector records the result and promptly notifies the responsible field representative. Water should not be added casually to make the concrete easier to place. Any permitted adjustment must comply with the approved mix requirements and applicable delivery provisions, followed by the required remixing and retesting. Acceptance or rejection belongs to the authorized project parties, not the special inspector acting alone.
What if rain leaves water in the footing or softens the soil?
Standing water should be removed and softened or disturbed bearing material must be evaluated before concrete placement. The contractor should coordinate required approval with the building or soils inspector and design professional. The concrete special inspector should document conditions affecting the inspected work and should not treat an unsuitable footing as ready for placement.
What if concrete was placed before the required special inspection?
Notify the building inspector and design professional. A later visit cannot recreate observations of reinforcement, embeds, concrete placement or fresh-concrete testing. The building official or design professional may require records, testing, investigation or corrective work before accepting the placement.
