Alhambra’s published ADU guide states that post-installed anchor bolts must have an approved ICC evaluation report or Los Angeles Research Report and require special inspection by a deputy inspector. For epoxy-set reinforcing dowels and other post-installed anchors, the approved plans and product report control the specified product, bar or anchor diameter, embedment, hole preparation, installation procedure, cure time and any required testing.

Is a special inspector the same as the Alhambra city building inspector?
No. Alhambra’s Building Division performs municipal inspections. A qualified special inspector—also called a deputy inspector in some City documents—performs the additional inspections identified by the approved plans, Statement of Special Inspections or permit requirements. ASI does not replace required City inspections.
Do post-installed anchors and epoxy dowels require special inspection in Alhambra?
Yes. Alhambra’s published ADU guidance states that post-installed anchor bolts need an approved ICC evaluation report or Los Angeles Research Report and special inspection by a deputy inspector. Epoxy-set reinforcing dowels and other post-installed anchors must be inspected as required by the project’s approved plans, product report and permit requirements.
Does ASI schedule the City inspection too?
No. City building inspections are requested through Alhambra’s Permit Portal. ASI separately schedules the qualified special inspector. A project may require both.
What should I send ASI?
Send the Alhambra project address, permit number, approved plans, requested inspection type, date and start time, and the field contact’s name and mobile number. For concrete, include cubic yardage and the type of pour.
Will ASI provide final documentation?
ASI provides reports for the inspections it performs and coordinates closeout documentation for that assigned scope. Project-specific City forms or submission requirements must be confirmed for the permit.
City building information
Alhambra’s Community Development Department, Building Division handles plan review and municipal construction inspections. The City lists its Permit Portal for City inspection requests and ePlan for electronic plan submittals. These are separate from scheduling ASI’s special inspector.
